After being a volunteer-led organization for almost 40 years, the Foothills Rails to Trails Coalition Board had just hired its first executive director and knew they needed the plan to grow the coalition. The Callahan Collaborative was selected to help them develop a five-year strategic plan and implementation plan needed to achieve their strategic vision.
